Ok, Confirm the Thick Black wire is "Positive "? Usually red but not always, that is bolted to the starter? Also, check your ground or Grounds. Those old thin "mesh" type are not a great ground at all and corrode easily. The picture seems like the stomp starter, if no one was inside when picture was taken ( the "relaxed" position should be way further back towards the firewall..
