Yes, they're supposed to be basically flat. The one I drug out of a junkyard had a chain wrapped around the skinny point in the middle, making it even skinnier.
Here's some before and after pics.
I needed to temporarily remove one or two of the mounting brackets to get mine flattened out correctly.
