Not enough detail on the frame to make a WAG on its origin, but that "suicide" spring perch and the buggy spring are somebody's cobbled-up deathtrap. It's a very poor attempt at making a clone of the early Ford transverse leaf spring suspension system. Better add a good "accidental death" clause to your life insurance!
