That should be 7/16 bolt size. Are you sure 7/16 won't screw in there? It may have some loose rubber or dirt in the hole. Do you have a 7/16 tap or thread chaser?
You have to be careful using a 3/8 bolt in a 7/16 hole. It feels like it goes in nicely but actually does not fit good & will pull out under stress.
A time saving tip on those is to drill the hole in the frame bracket oversize so it makes it easier to get the bolt started. The thick washer it uses will take up the extra clearance.
