That's the fuel/vacuum pump. I'd like to have one, but they're kind of hard to find. Top ports with the glass bowl are for fuel and the bottom ports are for vacuum. Helps keep the wipers going when the throttle is mashed down. Probably found on big truck with vacuum operated 2 speed rear axles as well. You can get a repair kit (if needed) from Then and Now Automotive.
