Do I need to use both the insulator block and gasket underneath the base flange of this Carter? (goes on a 235) Either way, one of the two holes (circled in red) is going to get covered up. Should they both remain open to intake vacuum?

Jon you sent a gasket in an envelope with the carb but I've either lost it or thrown it in with my other gaskets, so I'm not even sure the gasket in the pic below is correct.
Can cut a gasket slot so the hole on the left is open, if need be.
