A scotch pad on a grinder will clean the surface up fast and easy without digging into the base metal.
The Feb 29 date could be from a foundry worker not realizing Feb was over and it was now March. For the most part that date is pretty useless to the foundry unless they find a problem during the machine work that required them to cull anything cast on that date out of the system due to a defect.
