You could always use a nut splitter. You tighten the jaws on the nut aligned perpendicular to the bolt and it splits the nut off and in most cases, without damaging the bolt. I’ve used it several times on my truck. No flame involved.
This style allow you to get into some tough places and there are several for sale on
eBay.
