Carl's approach is also what I'd do. You don't need to do an entire panel, but spraying a small amount of epoxy is kind of a pain given the setup/mixing/shooting/cleanup time required. That's why I suggested either rattle can 2K epoxy primer or brushing primer on your patch panel.
