Check out this web page that has the
Rochester B Service Manual (1951). Be sure to look at the first manual (Page 7 has the exploded diagram with part labeling) as that is for the "manual choke" version of the "B" that I think most closely would match what your '53 216 may have.
Although it is for 1951, I think it will give you the info you seek on what goes where in putting your Rochester B back together.
If I missed something, am sure one of our "carb" specialists will chime in to offer more details.
