It likely does increase the voltage when the spark actually gets to the plug. It does that by adding another gap that forces the coil voltage higher before it can make the jump across the spark plug gap. You can get the same effect by widenng the spark plug gap. But It really doesn't help much and may shorten life of plugs, coil, and other components.
