Is it possible the starter was rebuilt using a 6v armature or field coils? I had someone put wrong field coils in a golf car motor (24v instead of the needed 36v) and it went like gangbusters, so fast it almost bounced the guy out of the seat on the golf course, going the other way would cause your slow turnover.
