I've used a 3" electric cutoff tool with a cutoff disk (like what bartamos linked.) That's what Robert McCartney (MPandC) recommended. A flap disk should only be used for final dressing of a weld, even if then. It will be much harder to keep from hitting the base metal alongside the weld and thinning it.

A die grinder with a burr on it works well in tight corners.
