Your shackles have tapered pins that fit into the flat iron side plates with a center bolt that clamps it all together. Each pin end should have a cork or felt washer between the spring and side plate to keep the dust out.
To me it looks like the entire spring pack has been pushed in, it doesn't look like wear to me it looks like damage. If you look down the spring pack from front to rear is the pack twisted? Are the axle U-bolts in good shape, are they tight and aligned where they should be?
I would not drive it...
