Why isn’t the hole already there?
Did it get welded closed?
Anyway someone needs to get you a good photo of the whole inner fender with the hole
But I would suggest getting as many data points as you can first
This sort of detail could be one of those situations where is no single correct answer and you find hole location variations
But who knows, let’s see what happens.
