Naaa. This is paint. When I scratch it there is shiny steel under it. At any rate, the inch-thick coat of nasty greasy crud hides a durn near perfect chassis.
Get a wirewheel to go onto your grinder and go after it again. You will be amazed at how much stuff comes off again. Then soak it in oven cleaner and powerwash. My frame came out amazing.
