Thanks to all. I finally got them off. Here's how it went. After weeks of penentrant I took a 2" rachet strap with nice metal hooks on the end that grabed the drums well and went around a small length of 4x4 perched on the end of the axle. The rachet strap was said to be able to supply 10000 lbs of force. Once tight I set up a jack behind the wheel to perch a spud bar against the back of the drum, 90 degrees out of position from the straps. Then using an oxy/acetlene outfit with a rosebud tip heated the face of the drum opposite the spud bar location. Once heated I went to the opposite side of the truck and hit the spud bar with a 12 lb sledge hammer. About 3 hits and the drum popped off. Reset to the other side and repeated. Hope this helps.
