The first picture shows an add-on water flow shut off valve (not original equipment) which can be used to shut off or restrict coolant flow to the in-cab heater core.
The second picture is of an original "optional" in cab heater "Ranco" control valve which is used to control coolant flow to the heater core. As this one appears disconnected/bypassed, assume it failed at some point and a previous owner used the add on valve at water pump to control coolant flow.
