I do have an update to this post. The toggle lever adjustment did not fix the problem. The real problem was that the parking brake cable stop was too long and bound up with the parking brake lever that didn't allow the lever to rotate freely. After cutting the stop in half, it now works. I posted pictures of the long and shortened cable stop.
