A 3450 RPM motor won't have much starting torque, even with a good capacitor. Aren't those usually used for things like table saws, etc, where there's pretty much of a no-load start? I'd suggest going to a smaller diameter pulley at the motor to give it a little more mechanical advantage on startup.
