It looks like you need a spacer to push that bearing into the hub so the grease seal can be installed, and for the seal to ride on. It's not going to work like that with the bearing hanging out there in the open. Are you sure your caliper brackets are installed correctly? Maybe they're pushing the calipers too far outboard.
