I would strip them by sandblasting, epoxy prime, and paint with rattle can Rustolium gloss black. It won't ever rust again, and touch ups as the paint gets scratched from your boots are a breeze with the way that paint flows smoothly.
I have done all of my running boards this way. One of them is a perennial first place winner at the big shows around here.
