3 means a 1963 C ........Conventional Cab 65....identifies the series 3......Chassis-cab S.....St. Louis , Mo assembly plant
Last 6 digits represent the production number
I don't have a wiring schematic for the 63 so I can't help with the full time hot wire. The "R" terminal on the starter solenoid is a Resistor terminal and usually went up to the coil "+" terminal so full voltage reached the coil when you first start the vehicle. Then when it's running the current comes from the ignition wire to the coil.
