Am I missing something, or wouldn't the obvious solution be to angle the radiator so the bottom is a few inches ahead of the top, and build a shroud so the airflow would get pulled through the angled core by the fan? There's lots more room available between the top of the frame rails and the grill than there is extra height, and air flow through the core wouldn't be an issue that way.
