Tom’s article was about keeping air out of the pump to prevent hydraulic lifters from ticking. Some hydraulic cam motors develop a tick you can never seem to get rid of. Air in the lifters via the oil pump is one of a number of possibilities for causing that. If you are running mechanical lifters this is not a concern. If running hydraulic lifters, this is only a concern if you have a lifter tapping, the tapping bothers you, and you can’t adjust it out.
Pressure, I think you want to double check that pressure with another mechanical gauge just to be certain, as recommended above. A steady oil pressure is just not a feature of these motors, lol. But hey, stranger things can happen I suppose!
