MT1950 Learned from pipe fitters to use a needle scaler,like they clean-up welds with to knock off sale on wheels. Then use por 15 rust absorbing paint this leaves a lot more integrity in your wheel than sandblasting.Especially on wheels that wont be exposed to such demanding weather conditions. Done some 20 yrs. ago still look fine !!
