I haven't worked on a system with a hydrovac, so I can't help you there. When I put my 3600 on the road I had the same problem. The cure was to really adjust the brakes until I could not turn the wheel, then back off the number of clicks listed in the manual. If you have Huck brakes, you will have to do this for each shoe. I followed the instructions in the manual to a tee and viola! had great pedal.
