The Dunlop made tool that I have for measuring caster angle uses a pair of spirit level bubbles which give a caster angle reading relative to the ground which needs to be level to get a true reading.
when it's measured relative to ground, dropping the ride height at the front only would probably change the amount of caster angle, and you may need to fit thicker or thinner spring wedges to correct it.
