I was browsing around on the paintref site and found this. Acme paint chips with mix formula. Acme's number code for Windsor Blue is 22-1402
Not sure if it would help, but if the mix colors are standardized, it should work.
If you browse thru the other chip pages on that site, there are other manufacturer's number codes there also. Chip page 26 has a Martin-Senour number 80-283 for Windsor Blue.
The last page, Sherwin Williams also has mix forumulas including for Windsor Blue (Kem 43419) Here
