Put the meter on ohms then touch the red lead to the wire lug on your sending unit. Touch the black lead of the meter to the body of the sending unit. Move the float arm though it's range of motion. You should see ~0 ohms in the empty position and ~30 ohms in the full position with a fairly smooth transition through the range.
