Wr - it may very well be the worn wire in the column, but you may also be missing a piece of the puzzle.
In photo 3. the 3 screws that hold the horn cup down - they are isolated from the column with a plastic collar of sorts. refer LMC catalog pg 71, upper right corner for blow up of components. Check your parts to make sure you have the plastic ring that keeps the screws from touching.
But maybe the plastic ring that shows on photo 1 and 2 does the same? I dont recognize that piece on the steering shaft. Sorry I dont have a good picture for you.
