I opened a one-man auto/diesel/road service shop in central California 1975 after leaving the U.S. Air Force. On a typical workday, I needed to be sure to complete a job and get paid so I'd have something to eat. The back room of the building I shared with an auto body shop served as a bedroom occasionally, when I couldn't afford rent. C.A.R.B. had to be an anagram dreamed up by some sadistic bureaucrat in Sacramento! Those regulations came very close to running me, and a lot of guys like me out of business!
