When you blast clean the "little holes" they will probably turn into a metal lace pattern. The double layer needs to be opened to where both inner and outer panel surfaces can be cleaned. We hand form new panels and rather than welding we bond the patches in place with Marine-Tex which is designed for boat repair and completely water proof. The real cure is to do away with the drip rails (new cars don't have them) and the rust out is no longer a problem. This is probably easier than repairing the factory drip rail.
