Why in the H#!! would anyone have taken the time to make pie-cuts in an otherwise adequate circular opening...and for what result....FOOLISH!

OK sir, lastly I need some more wisdom on housing mounting. From the description...it sure appears you would bolt this up using the thru holes in the back. The pie-cuts serve no function other than lining up and centering the housing. Do you agree with that? So, to reiterate how do one manipulate small hardware in that particular local?
