There are thousands of 1954 Chevy trucks driving around that don't have a heater at all. Their water inlet/outlet ports at the head and water pump are plugged and they don't overheat during warm up...
There's something else going on...t-stat installed backwards or not operation correctly (test it in a pot of water on the stove and confirm it opens at 180*).
