I assume you repaired the wheel cylinder because it was leaking. Did you also replace the brake shoes/linings at the same time? Linings that are saturated with brake fluid, oil, or grease will cause the wheel to lock up when the brakes are applied, and in 60-somerthing years of trying I've yet to discover a method of cleaning, sanding, or other attempts at salvaging contaminated brake linings that really works, Reline the brakes and I'll bet your wheel lock situation goes away.
