That is a lock for the brake anchor pins, attached to the backing plate. It does not have anything to do with the pedal shaft, which is held in place with a bolt.

Those are called anchor pin locks & there was one used to secure the brake & clutch pedal to the pedal shaft.
The smaller sized locks were used on the brake systems and the large size lock was used on the pedal shaft.
I am not offering anything for sale here....Only offering more info. on the parts to point the O.P. in the right direction in fixing the part.
