Then the wheel with the weakest shoe return springs will be the only one to move. The fluid takes the path of least resistance. Putting the drums on gives the shoes on both sides essentially the same resistance as soon as they contact the drums.
Like Jerry said, put the drums on, adjust the brakes and go.
