these slots at the front are the same shape as the slots in the tailgate where the chains hook and at about the same place
perhaps one of the metal preforming dies makes both the front of the box and the tailgate and these holes are a result?

They're the same shape, but a bit smaller than the chain slots. They're near the bottom of the panel as opposed to the top portion of the tailgate.
