After it dried, I was able to peel it off in sheets, and the rust underneath looked no different.
I don't think the stuff works. I think it's a rust encapsulator, not a rust neutralizer. And I think it's overpriced.
How about just sanding and painting with a good enamel paint? That's always worked for me.
