you should be able to clean the "paint" off with something like Lacquer thinner.(assuming it is out of the vehicle). You may need to use a scuff pad as well (like scotchbrite or steel wool). Once you do that, you will need to polish it to make it shiny and get rid of the scratches. Polished brass will tarnish real quickly though.
