That's not an original equipment wheel. It's somebody's aftermarket custom item. Look on the inside of the wheel in the barrel section for a stamped manufacturer's name and model number. Any wheel intended for use on public roads also needs a DOT registration number, but I'm not sure how much benefit that would be for backtracking to a manufacturer.
