you don't have to have the fenders off to get at that bolt - the only way is to have everthing else fit reasonably, put the doors on with the bolts finger tight, close them, tighten from the inside - both latch pieces are adjustable, and the fenders can be moved slightly too
not easy to get an even gap all around because they often came from the factory poorly fit, and they'll always be "close" to hitting the fenders, all you can hope for is to get it so they
don't hit
the factory spec calls for the front center of the door to be 1/8"
inboard of the fender, which helps prevent hitting, the dogleg should be flush, and there should be 5/32" min gap all around - adjust front/back with the door side of the hinge, up/down with the pillar side .... good luck
