Martin, nothing was loose.
Jerry, no additional wire attached at the BAT terminal.
Hint 1: I pulled the regulator, burnished the contacts and adjusted the BATT relay contacts to spec, 0.020", it did not change the problem.
Hint 2: The problem lessened over night. i.e. it only deflected a couple amps either way.
