Denny, the pole shoe vise we used back in the 1950's resembled a big C clamp with a V-shaped fixed jaw to hold the housing. The jackscrew was used to push the screwdriver bit tight into the pole shoe screw, and there was a hole in the bit for a cross bar similar to a vise handle. It would be pretty simple to fabricate something similar from a 10" C clamp, a big piece of angle iron, and some air-hardening drill rod to make the screwdriver bit. Weld the angle iron to the fixed C Clamp jaw. Hold the clamp in a big vise and secure the starter/generator housing that way.
