From the spring description given it’s likely these are part of the radiator mounting assembly. There aren’t any springs on the fenders. However, if these springs and radiator assembly are incorrectly assembled, the fender and hood fit will not align correctly. There have have many discussions here in the Stovebolt along with photos regarding these springs and related assembly.
