Most glass shops won't touch glass with scratches you can catch you finger nail in. They are too worried about distortion and possible shattering from too much heat. If you take it slow and keep the glass cool you should be able to get most of the scratches out. Might get a kittle distortion. If the scratches are in your direct line of sight, I would replace the windshield.
