Tubless rim, starting there used, and up to about $200 or some more for a new one
Consider what it may cost you even time and effort, if not actual money, to remove and dispose of old tires.
Then blasting and powder coating if you desire.
Total cost can approach that of a new wheel ready to go, even if the old one you started with was nearly free.
Just figure out what price you’re comfortable with, and in time with some searching you can find wheels that suit.
