The short fix is to wire around the fuse holder and add an inline fuse as Jerry said.
The long fix is to take fuse panel out and repair or replace.
You can take the fuse out and abandon that circuit. Add a hot wire from somewhere else; thru an inline fuse to heater fan switch. No need to mess with, or solder to, the fuse panel.
