I'd suggest replacing the metal bottom of the regulator housing with something non-conductive like Bakelite to minimize the risk of getting a short circuit. Leave a small metal perimeter and attach the phenolic bottom to it with rivets or sheet metal screws. Then mount the fuse block to that piece.
